Certain diagnoses must be notified to the health authorities within a defined period, and the practical failure is almost never refusal — it is a diagnosis recorded on a busy afternoon by someone who did not know that particular condition was on the list.

Where it actually goes wrong

A clinic does not decide against notifying. It simply does not notice. The condition is uncommon, the doctor is on the twenty-eighth patient of the day, and nothing in the room says anything. The fix is not training; it is putting the flag where the diagnosis is entered.

What Klinira does and does not do
